Section 9, Article II of the 1987 Constitution provides that, "The State shall

promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all." Pursuant to the aforementioned constitutional mandate, this bill proposes to convert a key provincial road in Isabela into a national road to unlock its full potential. The existing 21-kilometer provincial road, which is located in Barangays Mabini, Pintor, and Union in the Municipality of Gamu to Barangays Mangcuram and Lullutan in the City of Ilagan, serves as a vital economic corridor. It provides a direct link between the agricultural areas of Gamu and the commercial and administrative hub of Ilagan City, the capital of Isabela. Crucially, it connects two existing national highways, the Gamu-Roxas Road and the Ilagan-Delfin Albano-Mallig Road. It functions as a strategic alternate route that can help decongest traffic along the parallel Santiago-Tuguegarao Road, shortening travel time and improving logistical efficiency in the region. Transferring the responsibility of maintaining, repairing, and improving this road to the national government would ensure a more stable and sufficient funding source, leading to better infrastructure. Furthermore, this conversion will spur economic growth, enhance access to essential government and commercial services, and provide a safer, more reliable transportation artery for the people of Isabela. In view of the foregoing reasons, the passage of this bill is earnestly sought. LIMEER. MARCOS

MARCOS AN ACT CONVERTING THE PROVINCIAL ROAD STRETCHING FROM BARANGAY MABINI-PINTOR-UNION, MUNICIPALITY OF GAMU TO MANGCURAM- LULLUTAN, CITY OF ILAGAN, IN THE PROVINCE OF ISABELA INTO A NATIONAL ROAD, AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. Conversion to National Road. - The road stretching from

Barangays Mabini-Pintor-Union, Municipality of Gamu to Barangays Mangcuram- 3 Lullutan, City of Ilagan, in the Province of Isabela, is hereby converted into a national road.

SEC. 2. Appropriations. - The Secretary of Public Works and Highways shall

include in the Department's program the improvement, repair and maintenance of the said road, the funding of which shall be included in the annual General Appropriations Act (GAA). Thereafter, the amount necessary for the continued improvement and maintenance of the national road shall also be included in the annual GAA.

SEC. 3. Effectivity. - This Act shall take effect after fifteen (15) days following

its publication in the Official Gazette or in a newspaper of general circulation. Approved,
