It is declared the policy of the State to ensure accessible and quality healthcare services for all its citizens. The State recognizes the importance of establishing healthcare facilities within educational institutions to enhance the health and well-being of students, faculty, staff, and surrounding communities. The establishment of the Mariano Marcos State University Hospital, a Level 3 hospital, is a strategic initiative to decongest the nearby tertiary hospital, promote medical research and community health. It shall provide primary healthcare services to the university and community stakeholders, which is reflective of its core values of inclusivity and social responsibility. The University Hospital shall serve as the MMSU College of Medicine & College of Health Science's experiential learning facility in line with its community-oriented, primary care-focused curriculum. MARCOS AN ACT ESTABLISHING THE MARIANO MARCOS STATE UNIVERSITY HOSPITAL, A LEVEL 3 HOSPITAL AT THE MARIANO MARCOS STATE UNIVERSITY, PROVINCE OF ILOCOS NORTE, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. Short Title. - This Act shall be known as the "Mariano Marcos State

University Hospital Act."

SEC. 2. Declaration of Policy. - It is hereby declared the policy of the State to

ensure accessible and quality healthcare services for all its citizens. In pursuit of this policy, the State recognizes the importance of establishing healthcare facilities within educational institutions to enhance the health and well-being of students, faculty, staff, and surrounding communities.

SEC. 3. Establishment. - There is hereby established a Level 3 Hospital at the

Mariano Marcos State University - College of Medicine (MMSU-COM) in the City of Batac, Province of Ilocos Norte, to be known as the "Mariano Marcos State University Hospital", hereinafter referred to as "University Hospital".

SEC. 4. General Mandate. - The establishment of the University Hospital is a

strategic initiative to decongest the nearby tertiary hospital, promote medical research and community health. It shall provide primary healthcare services to the university and community stakeholders, which is reflective of its core values of inclusivity and social responsibility. It shall support the implementation of the Universal Health Care law by optimizing triaging of patients in the healthcare ecosystem, networking of health services, and efficient use of health resources. Furthermore, the University Hospital

shall serve as the MMSU College of Medicine & College of Health Science's experiential learning facility in line with its community-oriented, primary care-focused curriculum.

SEC. 5. Objectives. - The University Hospital shall have the following objectives:

a) To deliver comprehensive primary healthcare services to MMSU students, faculty, staff, and residents of Batac and neighboring municipalities, ensuring access to quality medical care for the entire community; b) To function as a teaching and training hospital for medical and allied healthcare students at MMSU, providing a practical learning environment to develop skilled primary healthcare professionals; c) To engage in medical research and advance healthcare practices, contributing to the scientific community and improving patient care through innovative treatments and methodologies; d) To enhance community health by offering a range of preventive, promotive, curative, and rehabilitative healthcare services, addressing various health needs and promoting overall well-being in partnership with government & nongovernment organizations; and e) To enhance healthcare delivery and accessibility for the wider population while reducing the patient burden on Mariano Marcos Memorial Hospital & Medical Center.

SEC. 6. Initial Implementation. - The University Hospital shall initially operate

as a Level 1 Hospital. Provided that, it shall comply with all the requirements of the Department of Health (DOH) to operate as such. The University Hospital shall gradually increase in bed capacity and upgrade health care services and facilities, consistent with the Hospital Development Plan until it reaches a Level 2 to Level 3 status. The Hospital Development Plan shall be formulated by the MMSU, in coordination with the DOH, as provided in Section 10 of this Act.

SEC. 7. Hospital Facilities and Services. - The hospital shall be equipped with

the necessary facilities and shall provide the following services, in accordance with the level of the Hospital: (a) Emergency and Trauma Services; (b) General and Specialized Medical Services; (c) Maternal and Child Care Services; (d) Women's Health Services; (e) Critical Care Services (Neonatal Intensive Care Unit & Intensive Care Unit); (f) Respiratory Unit;

(9) Ambulatory Surgical Clinic; (h) Surgical and Maternity Services; (i) Dialysis Clinic; (i) Rehabilitation and Physical Therapy Services; (k) Nutrition Support; (l) Oral Health/Dental Services; (m) Animal Bite Services; (n) TB DOTS Services; (0) Blood Bank; (p) Laboratory, Radiology, and Diagnostic Services; and (q) Pharmacy Services.

SEC. 8. Organization Structure and Staffing Pattern. - The Hospital shall have

five (5) basic organizational units: (1) Office of the Chief of Hospital, (2) Medical Service, (3) Nursing Service, (4) Hospital Operations and Patient Support Service (HOPSS) and (5) Finance Services. The HOPSS will integrate all internal management functions, including administrative and financial services. a) Chief of Hospital - Shall be responsible for the hospital's overall management and administration, including the development of policies, plans, programs, and strategies to ensure health standards are met. The Chief of the Hospital ensures quality health care and high standards of clinical training for medical and allied health personnel and manages the daily operations of all functional units. b) Medical Service - Shall be responsible for providing high-quality outpatient and inpatient care, maintaining high standards of clinical training for medical and allied health personnel, offering ancillary and allied health services, promoting research activities, and implementing a clinical resource management system. It also advises and supports the Chief of Hospital in policy, plan, and program development. Medical doctors in this unit shall be full-time physicians, dedicating 20 hours per week to teaching and 20 hours to clinical services, totaling forty (40) hours per week. c) Nursing Service - Shall be responsible for implementing nursing programs focused on total quality health care, delivering nursing care to patients, and developing, coordinating, and implementing relevant training programs for nursing personnel. d) Hospital Operations and Patient Support Service - Shall be responsible for providing administrative services, including personnel management, administrative records management, property and supply management, general services, engineering, and security.

e) Finance Services - Shall be responsible for providing financial services related to budgeting, accounting, cash operations, billing, and claims. For purposes of this Act, a plantilla of the following positions shall be created, in accordance with the Revised Organizational Structure and Staffing Standards for Government Hospitals except those already available positions under auxiliary service for health and wellness of MMSU. For this purpose, all positions in auxiliary service in health and wellness shall be transferred to the University Hospital. SG 3 Housekeeping/Laundry Security Services Security *Existing Plantilla Positions at MMSU MMSU, in consultation with the management of the Hospital, shall coordinate with the Department of Budget and Management (DBM), Civil Service Commission (CSC), and the DOH, in determining the additional plantillia positions to be created and filled up in the workforce of the University Hospital as it increases its bed capacity, appropriate for Level 2 or 3.

SEC. 9. Governance. - The University Hospital shall be under the direct

supervision and control of the Board of Regents of the MMSU, hereinafter referred to as the Board, whose powers are defined under Presidential Decree No. 1279, entitled

"Merging The Mariano Marcos Memorial College Of Science And Technology And Northern Luzon State College Into A State University To Be Known As The Mariano Marcos State University, Transferring The College Level Courses Of Ilocos Norte Agricultural College And Ilocos Norte College Of Arts And Trades Into Said University, Providing A Charter For Purpose, And Appropriating Funds Therefor", and other applicable laws and regulations, unless otherwise amended.

SEC. 10. Administration and Supervision. - The University Hospital shall be

administered by a Chief of Hospital, who shall be appointed by the Board of Regents upon the recommendation of the Dean of COM to the President, subject to the guidelines, qualifications, and standards set by the Board and Civil Service Guidelines. The Chief of Hospital shall be assisted by a staff of medical and non-medical personnel, as may be necessary. The MMSU and Chief of the Hospital, in consultation with DOH, shall develop a Hospital Development Plan to be submitted to the Board to reflect the development goals of the hospital. Requests for the staffing requirements, capital outlay investments, budgetary needs for operations, and increase in bed capacity and service capability shall be based on the Hospital Development Plan.

SEC. 11. Faculty of the College of Medicine. - The medical specialists and

medical officers of the University Hospital shall form part of the core faculty of MMSUCOM subject to guidelines set by CHED and CSC.

SEC. 12. Appropriations. - The amount necessary to carry out the provisions of

this Act shall be included in the annual General Appropriations Act in the year following its enactment into law and thereafter.

SEC. 13. Separability Clause. - If for any reason, any part or provision of this

Act is declared invalid or unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect.

SEC. 14. Repealing Clause. - All laws, decrees, executive orders, rules and

regulations or parts thereof inconsistent with or contrary to the provisions of this Act are deemed amended, repealed, or modified accordingly.

SEC. 15. Effectivity. - This Act shall take effect fifteen (15) days following

completion of its publication in the Official Gazette and in at least two (2) newspapers of general circulation. Approved,
