MARCOS AN ACT REVERTING THE NAME OF BARANGAY SAN MARIANO IN THE MUNICIPALITY OF BANTAY, PROVINCE OF ILOCOS SUR, TO ITS ORIGINAL NAME BARANGAY SALLACONG EXPLANATORY NOTE This bill seeks to revert the name of Barangay San Mariano in the Municipality of Bantay, Province of Ilocos Sur, to its original name, Barangay Sallacong. The barangay's current name was changed to San Mariano on 30 December 1996, by virtue of Republic Act No. 8243, owing to the author of the law, Congressman Mariano Tajon, who was the representative of the 1st District of Ilocos Sur. The inland Barangay San Mariano was previously known as Barangay Sallacong, and was home to approximately four hundred fifty (450) people at the time. The community, despite being the most remote and isolated, next to Barangay Mina and Barangay Sagneb, has historically survived through traditional livelihoods, such as fishing, farming, livestock raising, firewood collection, charcoal making, and bamboo gathering ("Caoayan" and "Bical"). Reverting to the name Barangay Sallacong would, therefore, be appropriate to better reflect the barangay's distinct identity and historical significance. MARCOS AN ACT REVERTING THE NAME OF BARANGAY SAN MARIANO IN THE MUNICIPALITY OF BANTAY, PROVINCE OF ILOCOS SUR, TO ITS ORIGINAL NAME BARANGAY SALLACONG Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. Reversion of Name. - Barangay San Mariano in the Municipality of
Bantay, Province of Ilocos Sur, is hereby reverted to its original name Barangay Sallacong.
Sec. 2. Conduct and Supervision of Plebiscite. - The reversion of the barangay's
name shall be effective upon its ratification by a majority of the votes cast by the qualified voters therein in a plebiscite to be conducted and supervised by the Commission on Elections (COMELEC) in the present Barangay San Mariano, Municipality of Bantay, Province of Ilocos Sur, in compliance with Section 13(g) of Republic Act No. 7160, otherwise known as the "Local Government Code of 1991," as amended. The expenses for such plebiscite shall be borne by the Municipality of Bantay, Province of Ilocos Sur.
Sec. 3. Effectivity. - This Act shall take effect after fifteen (15) days following
