Section 9, Article II of the 1987 Philippine Constitution provides that " The State

shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all." Republic Act No. 7160, or the Local Government Code of 1991, as amended, establishes the barangay as the primary planning and implementing unit of government policies, plans, programs, projects, and activities in the community, and as a forum wherein the collective views of the people may be expressed, crystallized and considered, and where disputes may be amicably settled. For a barangay to effectively fulfill these roles, its size and population must be proportional to allow for efficient service delivery and adequate representation. The Municipality of Suyo is a 4th class municipality in the province of Ilocos Sur. According to the 2020 Census of Population and Housing conducted by the Philippine Statistics Authority (PSA), the Municipality of Suyo has a population of 10,766 across its eight (8) barangays. The current size of Barangay Man-atong, with its scattered and geographically distant sitios, poses a significant challenge to the efficient delivery of basic services, public infrastructure projects, and implementation of government programs. This bill therefor seeks the creation of a new barangay to be known as Barangay Butac in the Municipality of Suyo, Ilocos Sur by separating Sitios Kainggian, Butac, Coscosnong, Longboy, Bangcag, and Botigue from the mother barangay, Barangay Man-atong, Suyo, Ilocos Sur. Further, this bill aims to make government programs, services, and facilities closer to the constituents by creating a new barangay. This is

Sec. 3. Conduct and Supervision of Plebiscite. - Pursuant to Section 10 Republic

Act No. 7160, otherwise known as the Local Government Code of 1991, as amended, the creation of Barangay Butac shall be subject to the approval of a majority of qualified voters of Barangay Man-atong through the votes cast in a plebiscite to be conducted and supervised by the Commission on Elections (COMELEC) within ninety (90) days from the effectivity of this Act.

The expenses for the plebiscite shall be borne by the Municipality of Suyo, Province of Ilocos Sur.

Sec. 4. Barangay Officials. - The first set of barangay officials of Barangay Butac

shall be appointed by the Municipal Mayor of Suyo, and shall hold office until their successors have been duly elected and qualified.

Sec. 5. Public Infrasturcture and Facilities. - All public property, infrastructure,

and facilities existing therein at the time of the approval of this Act are hereby transferred without cost or compensation to and shall be administered by the new Barangay Butac.

Sec. 6. National Tax Allotment (NTA) Shares. - Barangay Butac shall be entitled

to its share in the NTA in accordance with existing laws, rules, and regulations.

Sec. 7. Effectivity. - This Act shall take effect after fifteen (15) days following its

publication in the Official Gazette or in a newspaper of general circulation. Approved,
