No. 1344 INTRODUCED BY SENATOR RISA HONTIVEROS AN ACT STRENGTHENING THE PANTAWID PAMILYANG PILIPINO PROGRAM (4Ps) THROUGH PARENT LEADERS' ADULT EDUCATION PROGRAM EXPLANATORY NOTE The institutionalization of the Pantawid Pamilyang Pilipino Program (4Ps) through Republic Act No. 11310 represents the government's firm commitment to break the cycle of intergenerational poverty by investing in human capital development. Central to the 4Ps are conditional cash transfers (CCTs) that promote children's access to health services, proper nutrition, and basic education. Complementing this are Family Development Sessions (FDS), which aim to strengthen parenting capacity and cultivate responsible household leadership and civic engagement. However, while these interventions target the developmental needs of children and provide guidance to parents, they remain insufficient in equipping adult beneficiaries with the necessary skills and knowledge to achieve sustainable economic self-reliance. Consultations with 4Ps parent-leaders and organized groups such as the Samahan ng Nagkakaisang Pamilya ng Pantawid (SNPP) have highlighted a critical gap: the need for continuing education, livelihood facilitation, and job skills training for adult household members, particularly parent-leaders. In response to this pressing need, this bill seeks to mandate the creation and implementation of an Adult Education Program for 4Ps parent-leaders and other qualified adult household beneficiaries. This program shall be jointly developed by key education and manpower agencies, including the Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), Commission on Higher Education (CHED), Department of Labor and Employment (DOLE), Department of Trade and Industry
(DTT), and other relevant agencies. The proposed Adult Education Program shall facilitate the completion of basic education program, acquisition and enhancement of skills and competencies, and/or provide pathways to pursue the next level of education, employment, and/or entrepreneurial activities. To facilitate participation and completion of the adult education program, this bill also provides for transportation and meal allowances for eligible enrollees. Moreover, adult beneficiaries who successfully complete the program shall be granted priority access to government assistance, employment referrals, and entrepreneurship support. This initiative upholds the constitutional mandate to promote the right of all citizens to quality education at all levelsand recognizes the essential role of adult learning in fostering inclusive growth, social equity, and long-term poverty reduction. No. _ INTRODUCED BY SENATOR RISA HONTIVEROS AN ACT STRENGTHENING THE PANTAWID PAMILYANG PILIPINO PROGRAM (4Ps) THROUGH PARENT LEADERS' ADULT EDUCATION PROGRAM Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION. 1. Short Title. - This Act shall be known as "4Ps Parent Leaders'
2 Adult Education Program".
Sec. 2. Declaration of Policy. - It is the declared policy of the State to protect
and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all. Towards this end, the State shall implement measures to provide adult citizens 7 with quality and accessible learning, education, and training programs relevant to the needs of the people, community, and society toward the achievement of sustainable 9 development.
Sec. 3. Coverage. - This Act shall cover all parent-leaders, including, parent-
leaders substitute, under the Pantawid Pamilyang Pilipino Program. Parent-leaders substitute refers to adult household beneficiaries of 4Ps, at least 21 years old, and nominated to be part of the adult education program.
Sec. 4. 4Ps Adult Education Program. - The Department of Education (DepEd),
Technical Education and Skills Development Authority (TESDA), and Commission on Higher Education (CHED), in consultation and coordination with concerned national government agencies, shall develop and provide free adult education programs and services. Provided that such adult education program interventions shall facilitate the 19 completion of basic education, lead to the acquisition and enhancement of skills and
1 competencies, and/or provide pathways to pursue the next level of education, 2 employment, and/or entrepreneurial activities. Provided further that the modalities of delivery of adult education programs and services shall not be limited to face-to-face learning but may also include alternative learning systems, modular, open and distance education learning, micro- credentialing through the family development sessions, and other appropriate modalities taking into consideration the circumstance of 4Ps households.
Sec. 5. Allowances. - Parent leaders, including their substitutes, shall receive
9 a monthly allowance not lower than Five Hundred Pesos (PHP 500.00) to use for 10 transportation and meal expenses. Provided that the prescribed amount under this 11 Act shall be adjusted upon the review and recommendation of the National Advisory 12 Council (NAC) in the 4Ps Act. Provided further, that this allowance shall not be construed as an exemption from availing other education-related government financial assistance programs.
Sec. 6. Adult Education, Employment, and Entrepreneurship Continuing
16 Interventions. - Graduates and completers of the adult education program under this 17 Act shall be given preference and priorities in the availing of higher education, livelihood, employment, and related assistance programs implemented by national and local government agencies.
Sec. 7. Monitoring and Reporting of the Adult Education Program. - The DSWD
21 shall include the status of the implementation of this Act, including the recommendations for program enhancement, on the Annual Report of the 4Ps Program under Sec. 18 of Republic Act 11310. Provided further, that the 4Ps Oversight Committee, created by Sec. 21 of Republic Act 11310, shall exercise congressional oversight for the implementation of this program.
Sec. 8. Appropriations. - The amount needed for the implementation of this
27 Act shall be charged to the current year's appropriations of the concerned national 28 government agencies. Thereafter, the appropriations for the implementation of this 29 Act shall be included in the annual General Appropriations Act (GAA).
Sec. 9. Implementing Rules and Regulations. - Within sixty (60) days from the
effectivity of this Act, the DSWD, in coordination with DepEd, TESDA, and CHED, and 32 consultation with DOLE, DTI, a national organization of 4Ps Parent-Leaders, and other
stakeholders, shall formulate the rules and regulations to comprehensively and effectively implement the provisions of this Act.
Sec. 10. Repealing Clause. - All other laws, acts, decrees, executive orders,
issuances, rules, and regulations or parts thereof which are contrary to or inconsistent with this Act are hereby repealed, amended, or modified accordingly.
Sec. 11. Effectivity, - This Act shall take effect upon its publication in the
Official Gazette or in one newspaper of general circulation. Approved,
