Section 9, Article II of the 1987 Philippine Constitution provides that, " The State

shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all." The Suyo-Sigay-Del Pilar Road is a crucial 22.4 kilometer thoroughfare that links the municipalities of Suyo, Sigay, and Del Pilar in the Province of Ilocos Sur. While it is a primary route for residence, its significance extends beyond local use, as it provides access to important tourist destinations, such as "Sangbay ni Ragsak" Falls in Suyo, Aw-Asen Falls in Sigay, and the Shrine of Tirad Pass in Gregorio Del Pilar. Currently classified as local road, its maintenance, development, and improvement are the responsibility of the respective Local Government Units (LGUs). However, the LGUs face limited funding, which hinders the road's full potential for economic development and tourism.

Sec. 3. Appropriations. - The Secretary of Public Works and Highways shall

7 include in the Department's program the improvement, repair, and maintenance of the said road, the funding of which shall be included in the annual General Appropriations Act (GAA). Thereafter, the amount necessary for the continued improvement and maintenance of the national road shall also be included in the annual GAA.

Sec. 4. Effectivity. - This Act shall take effect after fifteen (15) days following its

publication in the Official Gazette or in a newspaper of general circulation. Approved,
