MARCOS AN ACT ESTABLISHING A GENERAL HOSPITAL IN THE CITY OF ILIGAN, PROVINCE OF LANAO DEL NORTE, TO BE KNOWN AS THE ILIGAN GENERAL HOSPITAL AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE Article XIII, Section 11 of the 1987 Constitution provides that, " The State shall adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all the people at affordable cost. There shall be priority for the needs of the underprivileged, sick, elderly, disabled, women, and children. The State shall endeavor to provide free medical care to paupers." Iligan City, while geographically located in the Province of Lanao del Norte, is a highly urbanized city administered independently under Region X, and with a population of approximately 380,000 residents. Despite this, the city's public healthcare infrastructure is severely lacking. Currently, its large and growing population is served by only one government hospital: the Gregorio T. Lluch Memorial Hospital. As a result, residents of Iligan City are often forced to undertake an arduous two-hour journey to Cagayan de Oro to access superior medical facilities and specialized care. This geographical barrier not only causes significant inconvenience and financial strain but can also be a matter of life and death in emergency situations. Taking these circumstances into consideration and pursuant to the constitutional mandate of the State, this measure seeks to establish the Iligan General Hospital, a new general hospital in Iligan City to ensure that its residents have access to efficient, accessible, high-quality, and affordable health care in the City. MARCOS AN ACT ESTABLISHING A GENERAL HOSPITAL IN THE CITY OF ILIGAN, PROVINCE OF LANAO DEL NORTE, TO BE KNOWN AS THE ILIGAN GENERAL HOSPITAL AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. Establishment of the Iligan General Hospital. - There shall be

established in the City of Iligan, Province of Lanao del Norte, a general hospital to be known as the Iligan General Hospital, which shall be under the direct control and supervision of the Department of Health (DOH). Any future increase in bed capacity and upgrading of healthcare services and facilities shall be based on the hospital development plan, which shall be prepared by & the Chief of Hospital and submitted to the DOH.

SEC. 2. Appropriations. - The Secretary of Health shall immediately include the

implementation of this Act in the Department's program. The initial funding for the 12 establishment and operation of the hospital shall be charged against the current year's 13 appropriations of the DOH. Thereafter, such sums as may be necessary for its operation and maintenance shall be included in the annual General Appropriations Act (GAA).

SEC. 3. Implementing Rules and Regulations. - Within ninety (90) days from the

effectivity of this Act, the Secretary of Health shall prepare and issue the necessary rules and regulations for its effective implementation consistent with the hospital development plan.

SEC. 4. Separability Clause. - If, for any reason, any provision or part of this Act

shall be deemed unconstitutional or invalid, the remaining parts or provisions not affected shall remain valid and in full force and effect.

SEC. 5. Repealing Clause. - All laws, executive orders, presidential decrees or

issuances, presidential proclamations, letters of instructions, rules and regulations, or parts thereof inconsistent with this Act are hereby repealed, amended, or modified accordingly.

SEC. 6. Effectivity. - This Act shall take effect after fifteen (15) days following

its publication in the Official Gazette or in a newspaper of general circulation. Approved,
