Section 9, Article II of the 1987 Philippine Constitution provides that, " The State
shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all." The Mountain Province - Ilocos Sur Road via Dacudac - Pilipil Road is a vital thoroughfare connecting the Municipality of Bauko and the Municipality of Tadian in Mountain Province to the Municipality of Cervantes in Ilocos Sur. This road, which traverses several barangays, including Guinzadan Central, Cagubatan, Pandayan, Bana-ao, Lenga, Dacudac, and Sayapot, is currently classified as a provincial road. Upgrading this road to a national road is crucial for regional development. It will serve as an essential alternate route for farmers, which will enable them to efficiently transport agricultural products and goods to markets and trade centers in the Ilocos Region. Furthermore, the conversion will spur economic growth by creating employment opportunities and providing better access to potential tourism sites along the route. MARCOS AN ACT CONVERTING THE MOUNTAIN PROVINCE - ILOCOS SUR ROAD VIA DACUDAC-PILIPIL ROAD INTO A NATIONAL ROAD AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. Conversion to National Road. - The Mountain Province - Ilocos Sur
Road via Dacudac Pilipil Road is hereby converted into a national road.
Sec. 2. Appropriations. - The Secretary of Public Works and Highways shall
4 include in the Department's program the improvement, repair, and maintenance of s the said road, the funding of which shall be included in the annual General 6 Appropriations Act (GAA). Thereafter, the amount necessary for the continued improvement and maintenance of the national road shall also be included in the annual GAA.
Sec. 3. Effectivity. - This Act shall take effect after fifteen (15) days following
10 its publication in the Official gazette or in a newspaper of general circulation. Approved,
