Go AN ACT INCREASING THE BED CAPACITY OF GOVERNOR CELESTINO GALLARES MEMORIAL MEDICAL CENTER IN TAGBILARAN CITY, PROVINCE OF BOHOL FROM FIVE HUNDRED TWENTY-FIVE (525) BEDS TO ONE THOUSAND (1,000) BEDS AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE The Governor Celestino Gallares Memorial Medical Center started with an eight (8) bed capacity when it opened in 1929 as the Bohol Provincial Hospital. To accommodate the increasing number of patients in Tagbilaran City and nearby municipalities, the bed capacity of the hospital was increased to 150 in 1980, and then to 200 in 1992. Under Republic Act No. 7266, the bed capacity was increased to 225 and finally to 525 under Republic Act No. 11324 in 2019. In 2022, by virtue of Republic Act No. 11883, the hospital was converted into the Gov. Celestino Gallares Memorial Medical Center and became part of the Governor Celestino Gallares Multi-Specialty Medical Complex. In line with the objectives of the Universal Health Care Act, this proposed measure seeks to further increase the bed capacity of the medical center. In view of the foregoing, the approval of this bill is earnestly sought.

Go AN ACT INCREASING THE BED CAPACITY OF GOVERNOR CELESTINO GALLARES MEMORIAL MEDICAL CENTER IN TAGBILARAN CITY, PROVINCE OF BOHOL FROM FIVE HUNDRED TWENTY-FIVE (525) BEDS TO ONE THOUSAND (1,000) BEDS AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:
SECTION 1. The bed capacity of the Governor Celestino Gallares Memorial
2 Medical Center (GCGMC) in the City of Tagbilaran, Province of Bohol, which is part of 3 the Governor Celestino Gallares Multi-Specialty Medical Complex pursuant to Republic 4 Act No. 11883, is hereby increased from five hundred twenty-five (525) beds to one thousand (1,000) beds. Any future increase in bed capacity shall be consistent with the hospital development plan that shall be prepared by the DOH.
SEC. 3. The existing professional health care services and facilities of the
GCGMC shall also be upgraded to conform with and be commensurate to the increase in bed capacity as provided for in Sections 1 hereof.
SEC. 4. The existing workforce of the GCGMC, which includes doctors, nurses
and support personnel, shall be increased correspondingly. The Secretary of Health shall, after consultation with the Chief of Hospital of the GCMC, and in coordination
with the Secretary of Budget and Management and the Chairperson of the Civil Service Commission, determine the additional new positions to be created.
SEC. 5. The Secretary of Health shall immediately include in the Department's
program the implementation of this Act, the funding of which shall be included in the annual General Appropriations Act.
SEC. 6. If any provision or part of this Act is declared unconstitutional, the
remaining parts or provisions not affected shall remain in full force and effect.
SEC. 7. All laws, executive orders, issuances, and rules and regulations
inconsistent with this Act are hereby repealed or modified accordingly. Approved,
