Zubiri AN ACT UPGRADING THE BUKIDNON PROVINCIAL HOSPITAL IN THE MUNICIPALITY OF MARAMAG, PROVINCE OF BUKIDNON INTO A TERTIARY LEVEL III GENERAL HOSPITAL TO BE KNOWN AS THE BUKIDNON PROVINCIAL HOSPITAL-MARAMAG, UNDER THE CONTROL, SUPERVISION AND MANAGEMENT OF THE DEPARTMENT OF HEALTH AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE Article XIII, Section 11 of the 1987 Philippine Constitution mandates that "The State shall adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health, and other social services available to all the people at affordable cost. There shall be priority for the needs of the underprivileged, sick, elderly, disabled, women, and children. The State shall endeavor to provide free medical care to paupers." This constitutional directive serves as the foundation of the State's continuing obligation to strengthen the public healthcare system and prioritize equitable access to quality health services, especially for the poor and marginalized. The Bukidnon Provincial Hospital-Maramag (BPH-Maramag) was established in 2007 with the vision of delivering quality and accessible healthcare to the province's constituents, particularly the indigent, elderly, and underserved populations. Strategically located in the Municipality of Maramag, this Level II hospital has played a vital role in addressing the health care needs not only of Bukidnon residents but also of patients coming from nearby provinces such as South Cotabato, Lanao del Sur, and Davao. Over the years, the hospital has seen a significant increase in patient admissions, particularly among the poor and medically vulnerable sectors. The existing 130-bed capacity is no longer sufficient to meet the growing and increasingly complex medical needs of the population. This has resulted in overcrowding, limited access to specialized services, and strain on medical personnel and resources. In line with the state's obligation to provide the best medical health care to the Bukidnon people, converting BPH-Maramag into a Level III or tertiary hospital is a necessary and timely response to this growing demand. A tertiary hospital status would expand the facility's capabilities, allowing it to offer more specialized diagnostic and

therapeutic services, acquire advanced medical technologies, and recruit highly trained medical professionals. More importantly, this would reduce the financial burden on patients who would otherwise have to seek such services in distant and costly private institutions. Upgrading BPH-Maramag also aligns with the government's Universal Health Care (UHC) agenda, which aims to improve health system efficiency, enhance service delivery, and ensure that quality healthcare becomes geographically and financially accessible to all Filipinos. In view of the foregoing, the immediate passage of this bill is earnestly sought to fulfill the constitutional promise of health for all and to safeguard the right to life and well-being of the people of Bukidnon and nearby provinces. Zubiri AN ACT UPGRADING THE BUKIDNON PROVINCIAL HOSPITAL IN THE MUNICIPALITY OF MARAMAG, PROVINCE OF BUKIDNON INTO A TERTIARY LEVEL III GENERAL HOSPITAL TO BE KNOWN AS THE BUKIDNON PROVINCIAL HOSPITAL-MARAMAG, UNDER THE CONTROL, SUPERVISION AND MANAGEMENT OF THE DEPARTMENT OF HEALTH AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. The Bukidnon Provincial Hospital in the Municipality of Maramag,

Province of Bukidnon is hereby upgraded into a tertiary level III General Hospital to be known as the Bukidnon Provincial Hospital-Maramag under the direct control, supervision, and management of the Department of Heaith (DOH). The increase in the bed capacity of the Bukidnon Provincial Hospital in the Municipality of Maramag, Province of Bukidnon shall be in accordance with the hospital development plan.

SEC. 2. The existing professional health care services and facilities are also hereby

upgraded to conform with and be commensurate to the bed capacity increase as provided 10 in Section 1 hereof.

SEC. 3. The DOH, in coordination with the Department of Budget and

Management (DBM) and the Civil Service Commission (CSC), and in consultation with the management of the hospital, shall determine the additional plantilla positions to be created and filled up in the workforce of the said hospital.

SEC. 4. The chief of the hospital shall develop a hospital development plan to be

submitted to the DOH to reflect the development goals of the hospital, consistent with the increase in the bed capacity and service capability. Request for the staffing requirements, capital outlay investments and budgetary needs for the operations shall be based on the hospital development plan.

SEC. 5. The Secretary of Health shall include in the Department's programs the

implementation of this Act, the funding of which shall be included in the annual General Appropriations Act.

SEC. 6. Within ninety (90) days from the effectivity of this Act, the Secretary of

Health shall prepare the implementing rules and regulations upon consultation with the Provincial Government of Bukidnon, the Representative of the District, where the hospital is located, and other stakeholders and shall be implemented consistent with the hospital 5 development plan.

SEC. 7. This Act shall take effect fifteen (15) days after its publication in the

7 Official Gazette or in at least two (2) newspapers of general circulation. Approved,
