Section 16 of Article Il of the 1987 Philippine Constitution provides that, "The
State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature." Paraiso Ti Caribquib was once a forest before being transformed into an eco-park in 2007. This became the home of the first ever zipline adventure in the Province of Ilocos Norte. It was intended to be an eco-tourism destination that encouraged exploration and discovery, social and cultural awareness, and environmental conservation. Paraiso Ti Caribquib became a tourist attraction in the Municipality of Banna. However, due to lack of local funds and the damage caused by typhoons, further construction of this eco-park was halted, resulting in its degradation over time. Pursuant to the constitutional mandate and to harness tourism as an engine of socio-economic growth and cultural affirmation to generate investment, foreign exchange and employment, this measure seeks to declare Parasio Ti Caribquib in the Municipality of Banna, Province of Ilocos Norte as a tourist destination. This will ensure development, preservation, and conservation through appropriate funding and proper implementation of development programs. MARCOS AN ACT DECLARING THE PARAISO TI CARIBQUIB LOCATED IN SITIO DARAMUANGAN, BARANGAY CARIBQUIB, MUNICIPALITY OF BANNA, PROVINCE OF ILOCOS NORTE, AN ECOTOURISM DESTINATION, PROVIDING FOR ITS DEVELOPMENT AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:
SECTION 1. Paraiso Ti Caribquib formerly a forested area which has been
developed into an eco-park located in Sitio Daramuangan, Barangay Caribquib, Municipality of Banna, Province of Ilocos Norte is hereby declared a tourist destination. As a tourist destination, the Department of Tourism (DOT) shall prioritize its development, subject to the rules and regulations governing the development of tourist destinations.
SEC. 2. The technical description of Paraiso Ti Caribquib, being declared a

SEC. 3. Within one (1) year after the approval of this Act, the DOT, in
coordination with concerned local government units and agencies of the government, shall prepare a tourism development plan involving the construction, installation, and maintenance of appropriate facilities and infrastructure that shall encourage tourism in the area: Provided, That said development plan shall ensure the preservation and conservation of the natural beauty and resources of the area.
SEC. 4. The DOT shall take immediate steps to implement the development
plan that will suit the natural characteristics of Paraiso Ti Caribquib, and shall incorporate the same in its tourism development program for the ensuing calendar year. It shall also include the Paraiso Ti Caribquib in all its national, regional, and local promotion programs.
SEC. 5. The Secretary of the DOT shall include in the Department's program
17 the implementation of this Act, the funding of which shall be included in the annual General Appropriations Act and internally generated funds of the DOT.
SEC. 6. Within sixty (60) days from the effectivity of this Act, the Secretary of
the DOT shall promulgate the necessary rules and regulations for the proper implementation of this Act.
SEC. 7. The laws, rules, regulations, proclamations, executive orders or parts
thereof inconsistent with this Act, are hereby amended accordingly.
SEC. 8. This Act shall take effect fifteen (15) days after its complete publication
25 in the Official Gazette or in a newspaper of general circulation in the Philippines. Approved,
