From sari-sari stores, street foods, online shops, and other enterprises, they find a way to grow their investments while accommodating the needs of their communities. Businesses are a dream to many individuals, as they exert efforts and resources to invest, build, and market their goods and services. Their business models recognize that offering affordable prices is essential to the consumer behavior of Pinoys. In local markets and stores, products can be haggled for a cheaper price. This culture allows consumers to stay on their budgets and business owners to gain regular customers. On a much deeper level, this kind of consideration showcases the empathy embedded in the Filipino culture, as they find a common ground to fit each other's needs. In the Philippines, 99.63% of 1.25 million businesses are Micro, Small and Medium Enterprises (MSMEs). These types of businesses created 66.97% of the country's total employment, providing jobs and sources of income for families and

providers across the regions. 1 These numbers underline the significant contribution of MSMEs in boosting economic growth. It also highlights the passion, capabilities, and commitment of Filipinos to growing their own businesses. Furthermore, the "Suporta Para sa Produktong Pilipino Act of 2025" aims to support these enterprises by allocating a grant of at least Ten Thousand Pesos (Php 10,000) to a chosen finished good in all cities and municipalities. This fund shall be administered by the Department of Trade and Industry (DTI), who shall also provide for trade fairs and bazaars where the eligible business of the finished good showcases the product. MSMEs provide a space for creativity and innovation, personal and financial growth, and authenticity of our culture. For Filipinos, a business is more than just a profit-generating venture. Instead, it is a means to connect with people and build genuine connections. In active support of our local businesses and enterprises, the immediate passage of this measure is earnestly sought. = .. No. 1139 Introduced by Senator JV Ejercito AN ACT ESTABLISHING THE SUPORTA PARA SA PRODUKTONG PILIPINO PROGRAM, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:

Section 1. Short Title. - This Act shall be known as the "Suporta Para sa

2 Produktong Pilipino Act of 2025. "

Sec. 2. Declaration of Policy. - The State reiterates its commitment to promote

4 social justice in all phases of national development. Further, the State recognizes that 5 social justice cannot be achieved without the creation of economic opportunities and the development of businesses and enterprises in the countryside, particularly in far- 7 flung and geographically isolated and disadvantaged areas. It is thus declared a policy 8 of the State to establish a Suporta Para sa Produktong Pilipino program to provide 9 financial incentives for local enterprises in the country.

Sec. 3. Definition of Terms. - For the purpose of this Act, the following terms

shall be defined as follows: (a) Finished Good - refers to goods that have been completed by the manufacturing process, and are ready for immediate use or consumption; (b) Micro Small and Medium Enterprises or "MSMEs" - refers to businesses and enterprises which fall into the following categories, based on either their number of employees or their total assets:

Sec. 4. Establishment of the Suporta Para sa Produktong Pilipino Program. -

There is hereby established a Suporta Para sa Produktong Pilipino Program, hereafter 4 referred to as "the Program" which shall be administered by the Department of Trade 5 and Industry (DTI).

Sec. 5. Program Components. - All cities and municipalities shall identify one (1)

7 finished good which is an established, associated, and well-known product in their 8 jurisdiction. Eligible micro, small, and medium enterprises which primarily operate 9 within the city or municipality concerned, and which produce the identified finished 10 goods shall be provided with an outright grant of at least Ten Thousand Pesos 11 (P10,000.00) which shall be disbursed by the DTI from the Suporta Para Sa Produktong Pilipino Trust Fund established under this Act: Provided, That no business 13 or enterprise shall avail of this benefit more than once a year. The DTI shall also 14 provide for regular trade fairs and bazaars wherein the eligible businesses and 15 enterprises under this Act shall showcase their finished goods to consumers and 16 investors.

Sec. 6. Eligibility. - In order to be eligible for this program, businesses and

18 enterprises must provide documentary evidence that they have been operating within the concerned city or municipality for at least three (3) years, and have been producing the identified finished good for the same period.

Sec. 7. The Suporta Para sa Produktong Pilipino Trust Fund. - There is hereby

established a Suporta Para Sa Produktong Pilipino Trust Fund, hereafter referred to as "The Fund" which shall be funded from the following sources: a. The amount of Fifty Million Pesos (P50,000,000.00) as seed capital; b. The equivalent of five percent (5%) of any increase in total revenue collections of the national government;

c. Grants, donations, and endowments from domestic and foreign sources, pursuant to existing laws and regulations; d. Such amounts as may be indicated under the General Appropriations Act (GAA) for the purpose of sustaining fund; and e. All interest income of the trust fund.

Sec. 8. Administration of the Fund. - The DTI shall administer the fund and make

available all records of how the funds are utilized and disbursed, in accordance with the applicable rules and regulations.

Sec. 9. Implementing Rules and Regulations (IRR). - Within ninety (90) days

10 from the effectivity of this Act, the DTI, in coordination with the Department of Interior 11 and Local Government (DILG) shall issue the implementing rules and regulations necessary for the speedy and effective implementation of this Act.

Sec. 10. Separability Clause. - If any provision of this Act Is declared

unconstitutional or invalid, the provisions hereof which are not affected shall continue 15 to have force and effect.

Sec. 11. Repealing Clause. - All laws, decrees, orders, rules or regulations

thereof, inconsistent with this Act are hereby modified or repealed accordingly.

Sec. 12. Effectivity. - This Act shall take effect thirty (30) days after its
