Section 4, Article VX of the 1987 Philippine Constitution provides that it is
the duty of the family to take care of its elderly members while the State may design social security programs for them. The grandparents play a critical role in a typical Filipino family household. They serve as their grandchildren's caregivers or child-minders, extending financial, physical, moral, and spiritual support. A 2014 study also showed that grandparents play a high-level role in the emotional and behavioral development of their grandchildren. While their impact is often indirect, working through parents, grandparents can also have a direct influence on children's educational outcomes and overall development. The World Bank recognizes this influence, particularly in the context of child care and multigenerational mobility. Further, they play a pivotal role in passing down cultural values, rituals, and customs, enriching their grandchildren's sense of identity and belonging. To recognize the important role of the grandparents in their family's lives, many countries celebrate Grandparent's Day on different dates. In the Philippines, this special occasion is celebrated every second Sunday of September. Thus, this bill seeks to declare the second Sunday of September of each year as the "National Grandparents' Day" to pay tribute to our Filipino family elders who have shown us nothing but love and affection all throughout our lives. MARCOS AN ACT DESIGNATING THE SECOND SUNDAY OF SEPTEMBER AS THE NATIONAL GRANDPARENTS' DAY, AND FOR OTHER PURPOSES Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. Short Title. - This Act shall be known as the "National
Grandparents' Day Act."
SEC. 2. National Grandparents' Day. - The second Sunday of September of
each year is hereby declared as the "National Grandparents' Day" in the Philippines
SEC. 3. Ceremonies and Activities. - All government agencies, including
Government-Owned and Controlled Corporations, shall celebrate the National Grandparents' Day through simple and proper ceremonies to promote public awareness of the importance of grandparents and to inform the public on all its functions and services offered to assist the grandparents, especially those who are senior citizens. All educational institutions, both public and private, shall also celebrate the day through simple and proper ceremonies to immerse the students on the importance of the role of grandparents in the community and society.
SEC. 4. Implementing Rules and Regulations. - Within sixty (60) calendar
days after the effectivity of this Act, the Department of Social Welfare and Development and the Department of Education shall formulate the implementing rules and regulations necessary to carry out the provisions of this Act.
SEC. 5. Separability Clause. - If any portion or provision of this Act is
declared unconstitutional, the remainder of this Act or any provision not affected thereby shall remain in force and effect.
SEC. 6. Repealing Clause. - All laws, executive orders, presidential decrees,
presidential proclamations, letters of instruction, rules and regulations or parts thereof which are inconsistent with the provisions of this Act are hereby repealed or modified accordingly.
SEC. 7. Effectivity. - This Act shall take effect fifteen (15) days after its
publication in the Official Gazette or in a newspaper of general circulation. Approved,
