WIN GATCHALIAN AN ACT DECLARING JUNE 27 TO JULY 2 OF EVERY YEAR AS THE "NATIONAL MICRO, SMALL, AND MEDIUM ENTERPRISE (MSME) WEEK" IN THE ENTIRE COUNTRY, AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:

SECTION 1. Short Title. - This Act shall be known as the "National Micro,

Small, and Medium Enterprises (MSME) Week Act."

SEC. 2. Declaration of Policy. - To recognize the indispensable role of the

private sector, especially MSMEs, in nation building, as well as to encourage private enterprise and promote entrepreneurial spirit, the 27th day of June to 6 2nd day of July of every year is hereby declared as the "National MSME Week."

SEC. 3. Objectives of the Policy. - The declaration of National MSME

Week aims: a) To recognize the significant role of MSMEs in advancing sustainable development goals, achieving inclusive growth, encouraging innovation, and providing livelihood to local and rural communities; b) To raise awareness on the vital contributions of MSMEs in increasing household incomes, generating quality employment opportunities, and attaining recovery and growth of the national economy; and

c) To promote entrepreneurship by encouraging more Filipinos to engage in local businesses/enterprises and inspire them to continue to thrive amidst competition and economic challenges.

SEC. 4. Lead Agencies. - The Department of Trade and Industry (DTI),

in consultation with and in partnership with other government agencies, and industry associations and organizations, shall conduct activities and programs that promote the principles and values of entrepreneurship, resiliency, innovation, creativity and competition, as well as those that underscore, honor and/or reward our MSMEs for their critical role in economic and social recovery, 10 and for their significant contribution in nation building.

SEC. 5. Appropriations. - The funds needed to carry out the provisions

of this Act shall be included in the General Appropriations Act of the year following its enactment, and every year thereafter, as may be necessary.

SEC. 6. Implementing Rules and Regulations. - Within ninety (90) days

from the effectivity of this Act, the DTI shall promulgate the necessary implementing rules and regulations to implement the provisions of this Act.

SEC. 7. Separability Clause. - If any provision of this Act is declared

invalid or unconstitutional, the provisions not affected thereby shall remain in full force and effect.

SEC. 8. Repealing Clause. - All laws, presidential decrees, executive

orders, presidential proclamations, rules and regulations or parts thereof contrary to or inconsistent with this Act are hereby repealed or modified accordingly.

SEC. 9. Effectivity. - This Act shall take effect fifteen (15) days after its

publication in the Official Gazette or in a newspaper of general circulation in the Philippines. Approved,

This serves as a reminder to governments worldwide to foster a business climate in which small companies may thrive. MSMEs account for 90% of businesses, 60 to 70% of employment, and 50% of GDP worldwide.' This proposed measure declares every last week of June as the National MSME Week to recognize the indispensable role of MSMEs in advancing sustainable development goals, achieving inclusive growth, encouraging innovation, and providing livelihood to local and rural communities. It also seeks to raise awareness on the contributions of MSMEs in the growth of the national economy. Finally, this measure designates the Department of Trade and Industry (DTI) to conduct activities in line with the celebration of the National MSME Week.
