No.. 1049 Introduced by Senator Jinggoy Ejercito Estrada AN ACT ESTABLISHING THE SUPORTA PARA SA PRODUKTONG PILIPINO PROGRAM, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES EXPLANATORY NOTE The Philippine economy, while resilient, continues to face challenges in achieving inclusive growth and sustainable development. A significant factor contributing to this is the underutilization of locally produced goods and services. Despite the abundance of high-quality Filipino products, many local enterprises struggle to compete with imported goods, leading to a trade imbalance and hindering the growth of domestic industries. Recognizing the need to bolster local industries, this bill seeks to establish the Suporta Para sa Produktong Pilipino Program. This program aims to promote and prioritize the procurement and utilization of Philippine-made products and services across various sectors, including government agencies, private institutions, and the general public.
Key objectives of the proposed measure include: 1. Economic Empowerment: By encouraging the consumption of locally produced goods, the program aims to stimulate domestic production, create employment opportunities, and foster entrepreneurship. National Identity and Pride: Promoting Filipino products reinforces national identity and instills pride among citizens, encouraging a culture of support for homegrown innovations and craftsmanship. Sustainable Development: Supporting local industries contributes to sustainable economic practices by reducing dependency on imports and promoting environmentally friendly production methods inherent in many traditional Filipino industries. Resilience Against Global Disruptions: Strengthening local supply chains enhances the country's resilience against global economic disruptions, such as those experienced during the COVID-19 pandemic. A similar version of this bill was filed by Senator Grace Poe during the 19th Congress. In view of the foregoing, the immediate passage of this bill is earnestly sought. No. 1049 Introduced by Senator Jinggoy Ejercito Estrada AN ACT ESTABLISHING THE SUPORTA PARA SA PRODUKTONG PILIPINO PROGRAM, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:
Section 1. Short Title. - This Act shall be known as the "Suporta Para sa
2 Produktong Pilipino Act".
Sec. 2. Declaration of Policy. - The State reiterates its commitment to promote
social justice in all phases of national development. Further, the State recognizes that social justice cannot be achieved without the creation of economic opportunities and the development of businesses and enterprises in the countryside, particularly in far- 7 flung and geographically isolated and disadvantaged areas. It is thus declared a policy 8 of the State to establish a Suporta Para sa Produktong Pilipino program to provide financial incentives for local enterprises in the country.
Sec. 3. Definition of Terms. - for the purposes of this Act:
a) Finished Good refers to goods that have been completed by the manufacturing process, and are ready for immediate use or consumption; b) Micro Small and Medium Enterprises or MSMEs refers to businesses and enterprises which fall into the following categories, based on either their number of employees or their total assets:

Sec. 4. Establishment of the Suporta Para sa Produktong Pipino Program. - In
2 accordance with the declared State policy of this Act, there is hereby established a 3 Suporta Para sa Produktong Pipino program, hereafter referred to as "the Program" 4 which shall be administered by the Department of Trade and Industry (DTI).
Sec. 5. Program Components. - All cities and municipalities shall identify one
6 (1) finished good which is an established, associated, and well-known product of their jurisdiction. Eligible micro, small, and medium enterprises which primarily operate within the city or municipality concerned, and which produce the identified finished 9 goods shall be provided with an outright grant of at least Ten thousand pesos 10 (P10,000.00) which shall be disbursed by the DTI from the Suporta Para Sa Produktong Pilipino Trust Fund established under this Act: Provided, That no business 12 or enterprise shall avail of this benefit more than once a year. The DTI shall also provide for regular trade fairs and bazaars wherein the eligible businesses and enterprises under this Act shall showcase their finished goods to consumers and investors.
Sec. 6. Eligibility. - In order to be eligible for this program, businesses and
17 enterprises must provide documentary evidence that they have been operating within 18 the concerned city or municipality for at least three (3) years, and have been producing the identified finished good for the same period.
Sec. 7. The Suporta Para sa Produktong Pilipino Trust Fund. - There is hereby
established a Suporta Para Sa Produktong Pipino Trust Fund, hereafter referred to as "The Fund". The fund shall be used exclusively to achieve the declared policy of this Act, and shall be funded from the following sources: a) The amount of Fifty million pesos (P50,000,000.00) as seed capital; b) The equivalent of five percent (5%) of any increase in total revenue collections of the national government;
c) Grants, donations, and endowments from domestic and foreign sources, pursuant to existing laws and regulations; d) Such amounts as may be indicated under the General Appropriations Act (GAA) for the purpose of sustaining fund; and e) All interest income of the trust fund.
Sec. 8. Administration of the Fund. - The DTI shall administer the fund and
make available all records of how the funds are utilized and disbursed, in accordance with the applicable rules and regulations.
Sec. 9. Implementing Rules and Regulations. - Within ninety (90) days from
10 the effectivity of this Act, the DTI, in coordination with the Department of Interior and Local Government (DILG) shall issue the implementing rules and regulations necessary for the speedy and effective implementation of this Act.
Sec. 10. Separability Clause. - If any provision of this Act is declared
unconstitutional or invalid, the provisions hereof which are not affected shall continue 15 to have force and effect.
Sec. 11. Repealing Clause. - All laws, decrees, orders, rules or regulations
thereof, inconsistent with this Act arc hereby modified or repealed accordingly.
Sec. 12. Effectivity Clause. - This Act shall take effect thirty (30) days after its
publication in the Official Gazette. Approved,
