No. 1010 Introduced by Senator Jinggoy Ejercito Estrada AN ACT INCREASING THE HAZARD PAY OF ALL PERSONNEL OF THE ARMED FORCES OF THE PHILIPPINES TO TWENTY-FIVE PERCENT (25%) OF THEIR BASE PAY AND PROVIDING FUNDS THEREFOR EXPLANATORY NOTE As stipulated in Section 5, paragraph 3 of Article XVI of the 1987 Philippine Constitution, the State, in recognizing the critical role of our Armed Forces in maintaining freedom, democracy and national security, affirms its primordial concern to ensure "professionalism in the Armed Forces and adequate remuneration and benefits of its members". This legislation proposes to supplement the government's recent efforts in increasing military remuneration as provided by Congressional Joint Resolution No. 1, s. 2018 by further improving the monthly hazard pay of the personnel of the Armed Forces of the Philippines, from its current monthly stipend of Php540.00 per month. It is the intention of this measure to support the personnel of the Armed Forces of the Philippines (AFP) by increasing their hazard pay to twenty-five percent (25%) of their base pay.

No. 1010 Introduced by Senator Jinggoy Ejercito Estrada AN ACT INCREASING THE HAZARD PAY OF ALL PERSONNEL OF THE ARMED FORCES OF THE PHILIPPINES TO TWENTY-FIVE PERCENT (25%) OF THEIR BASE PAY AND PROVIDING FUNDS THEREFOR Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. Increase in Hazard Pay. - In line with the declared policy of the State
2 to promote professionalism in the Armed Forces of the Philippines (AFP) and ensure 3 the adequate remuneration and benefits of its members, the hazard pay of all AFP personnel is hereby increased to twenty-five percent (25%) of their base pay. This shall be given to all personnel assigned to areas where insurgency, terrorism, or war conditions pose harm or imminent danger to members of the AFP.
Sec. 2. Appropriations. - Such amount as may be necessary to implement this
8 Act for the current year shall be charged against the savings of the Department of 9 National Defense (DND). Thereafter, the National Government shall appropriate annually and include in the General Appropriations Act the amount corresponding to the total annual cost of the increase in hazard pay.
Sec. 3. Implementing Rules and Regulations. - The DND in coordination with
the AFP shall promulgate the rules and regulations necessary to implement the provisions of this Act.
Sec. 4. Separability Clause. - If any provision or part hereof is held invalid or
unconstitutional, the remainder of the law or the provision or part not otherwise affected shall remain valid and subsisting.
Sec. 5. Repealing Clause. - Any law, presidential decree or issuance, executive
5 order, letter of instruction, administrative order, rule, or regulation contrary to or inconsistent with the provisions of this Act are hereby repealed, modified, or amended accordingly.
Sec. 6. Effectivity. - This Act shall take effect fifteen (15) days following its
complete publication in the Official Gazette or in two (2) national newspapers of general circulation. Approved,
