No. 8622 BY REPRESENTATIVES ROQUE, GATO AND SUANSING (M.A.) AN ACT ESTABLISHING IN THE CITY OF VALENCIA, PROVINCE OF BUKIDNON, A MULTI- SPECIALTY HOSPITAL AND RESEARCH CENTER TO BE KNOWN AS THE BUKIDNON FARMERS RESEARCH AND MEDICAL CENTER, AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. There shall be established in the City of Valencia, Province of Bukidnon, a multi-
specialty hospital and research center to be known as the Bukidnon Farmers Research and Medical Center (BFRMC), which shall be under the direct control and supervision of the Department of Health (DOH).
SEC. 2. The BFRMC may be initially be developed as a general hospital with at least Level II
capability to address the current service gaps, with provisions for future expansion into Level II! facility delivering relevant specialty services in infectious Disease and Tropical Medicine, Toxicology, and Trauma Care.
SEC. 3. There shall be established a department for research on tropical medicine under the
BFRMC. The department shall have the following functions: a Undertake research acuvites in the diagnosis, contro liseases that are major causes of mortality and morbidity in the Philippinion of tropical (b) Conduct clinical trials aimed at better understanding and control of tropical disease; (c) Conduct regular training courses for medical and paramedical personnel in the control of common tropical diseases in the country; (d) Provide high quality tertiary care and treatment to both in-patients and out-patients suffering from tropical diseases included within the scope of Research Institute for Tropical Medicine (RITM); (e) Apply tor, rederve, materials, and services naded for the stainment of is objectives; andids, equipment. (f) Perform such other related activities as may be assigned by the Secretary of Health.
he BFRMC shall enter into Memoranda of Agreement and cooperative arrangements wi istitutions such as RITM and nearby apex hospitals such as Northem Mindanao Medic Center and Amai Pakpak Medical Center.
SEC. 4. Any future increase in the bed capacity, healthcare facilities, service capability, an
uman resource complement shall be based on the hospiial development plan that shall o prepared by the DOM. EC. 5. The Secretary of Health shall immediately include in the Departments program ti nplementation of this Act, the funang of which shall be included in the annual Gener Appropriations Act.
SEC. 6. If any provision or part of this Act is declared unconstitutional, the remaining parts or
provisions not affected shall remain in full force and effect.
SEC. 7. All laws, axecutive orders, issuances, and rules and regulations inconsistent with this
Act are hereby repealed or modified accordingly.
SEC. 8. This Act shall take effect fifteen (15) days after its publication in the Official Gazette or
in a newspaper of general circulation. Approved,
