No. 8569 BY REPRESENTATIVES COLLANTES, MADRONA, CHAN (J.), SALVAME, ANGARA, ALVAREZ (J.), KHO (E.), TUAN, MIRAFLORES, HORIBATA, YAP (J.G.), AGYAO, ALANO, DALOG, MOMO, SINGSON (R.V.), CALDERON, YNARES, CORVERA, REGENCIA, CASTRO, GONZALES (A.M.), TUPAS, PLEYTO, BANCORO, RODRIGUEZ (E.), BELTRAN, DAZA, DEL MAR, GUINTU, BARBA, CAGAS, CAYTON, ROMAN, ROQUE, UMALI AND SUAN AN ACT DECLARING THE IMMEDIATE ENVIRONS OF THE NATIONAL SHRINE OF PADRE PIO, COMMONLY KNOWN AS PADRE PIO SHRINE, LOCATED IN BARANGAY SAN PEDRO, CITY OF STO. TOMAS, PROVINCE OF BATANGAS, AS A TOURISM DESTINATION Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. The immediate environs of the National Shrine of Padre Pio, commonly
2 known as Padre Pio Shrine, located in Barangay San Pedro, City of Sto. Tomas, Province of 3 Batangas, are hereby declared as tourism destination. Pursuant thereto, the development of the 4 immediate environs of the Padre Pio Shrine shall be prioritized and supported by the 5 Department of Tourism (DOT), subject to the rules and regulations governing the development 6 of tourism destinations.
SEC. 2. Within one (1) year after the approval of this Act, the City Government of Sto.
Tomas shall, in coordination with the DOT, Department of Public Works and Highways, and
1 concerned agencies of the government, prepare a tourism development plan that shall include 2 the construction, installation, and maintenance of such appropriate infrastructure and facilities 3 to improve the overall features of the immediate environs surrounding the Padre Pio Shrine, 4 thereby ensuring its accessibility and the security of tourists: Provided, That said development 5 plan shall ensure the preservation and conservation of the historical significance of the area: 6 Provided, further, That the implementation of the tourism development plan shall be included 7 in the budget of the City Govemment of Sto. Tomas.
SEC. 3. The DOT shall assist the City Government of Sto. Tomas in the implementation
of the tourism development plan by providing technical assistance in tourism capacity building. 10 It shall also include the immediate environs of the Padre Pio Shrine in its national and regional 11 promotion programs.
SEC. 4. The funding for the implementation of this Act shall be included in the annual
13 budget of the City Goverment of Sto. Tomas. The DOT may augment such allocation with internally generated funds.
SEC. 5. Within sixty (60) days after the effectivity of this Act, the City Government of
Sto. Tomas shall, in consultation with the DOT and concerned agencies of the government, 17 promulgate the rules and regulations to implement this Act.
SEC. 6. This Act shall take effect fifteen (15) days after its publication in the Official
Gazette or in a newspaper of general circulation. Approved,
