AND CO-PILAR AN ACT RENAMING THE TARLAC AGRICULTURAL UNIVERSITY TO TARLAC SCIENCE, TECHNOLOGY, AND AGRICULTURAL UNIVERSITY, ENHANCING CURRICULAR OFFERINGS, AND STRENGTHENING ITS GOVERNING BOARD, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 10800, ENTITLED "AN ACT CONVERTING THE TARLAC COLLEGE OF AGRICULTURE (TCA) IN THE MUNICIPALITY OF CAMILING, PROVINCE OF TARLAC INTO A STATE UNIVERSITY TO BE KNOWN AS THE TARLAC AGRICULTURAL UNIVERSITY AND APPROPRIATING FUNDS THEREFOR" enacted by the Senate and House of Representatives of the Philippines Be it Congress assembled:
SECTION 1. This Act shall be known as "Tarlac Science, Technology, and Agricultural
University Charter"
SEC. 2. Section 1 of Republic Act No. 10800 is hereby amended to read as follows:
"SECTION 1. [Conversion] RENAMING THE TARLAC AGRICULTURAL UNIVERSITY. - The [Tarlac College of Agriculture (TCA)] TARLAC AGRICULTURAL UNIVERSITY in the Municipality of Camiling, Province of Tarlac is hereby [converted into a state university to be known as the Tarlac Agricultural University, hereinafter referred to as the University] RENAMED AS THE "TARLAC SCIENCE, TECHNOLOGY, AND AGRICULTURAL UNIVERSITY."
SEC. 3. Section 2 of RA 10800 is hereby amended to read as follows:
"SEC. 2. General Mandate. - The TARLAC SCIENCE, TECHNOLOGY, AND AGRICULTURAL UNIVERSITY, HEREINAFTER REFERRED TO AS THE University, shall primarily
provide advanceD education, higher technological and professional [instruction] COURSES and training PROGRAMS in the fields of BUSINESS AND agriculture, [agribusiness management] ENTREPRENEURSHIP, ARTS AND HUMANITIES, science and technology, engineering, teacher education, [nontraditional courses], VETERINARY MEDICINE, ALLIED MEDICAL PROGRAMS, and other relevant fields of study. It shall also undertake research, extension services, and production activities, AND BRING FORTH PROGRESSIVE LEADERSHIP ITS AREAS OF SPECIALIZATION in support of the SOCIO-ECONOMIC development of the Province of Tarlac [and provide progressive leadership in its areas of specialization] AND THE CENTRAL LUZON REGION."
SEC. 4. Section 4 of RA 10800 is hereby amended to read as follows:
"SEC. 4. Curricular Offerings. - The University shall offer undergraduate and graduate courses, ADVANCED PROFESSIONAL AND TECHNICAL INSTRUCTION AND TRAINING in the fields of agriculture, [agribusiness management,] BUSINESS, ENTREPRENEURSHIP, HUMANITIES, VETERINARY MEDICINE, TEACHER EDUCATION, science, [and] technology, [agricultural and other branches off engineering, and other courses within its areas of specialization, and according to its capabilities as the Board OF REGENTS may deem necessary to carry out its objectives, [particularly in meeting the] AND THOSE WHICH RESPOND TO THE HUMAN RESOURCE DEVELOPMENT needs of the Province of Tarlac and [Region I|I] THE CENTRAL LUZON THAT THE UNIVERSITY SHALL REGION: PROVIDED, COMPLY WITH THE POLICIES, STANDARDS, AND GUIDELINES OF THE COMMISSION ON HIGHER EDUCATION (CHED) FOR THE OFFERING OF COURSES AND THE INTRODUCTION OF NEW AND REVISED PROGRAMS." XXX
SEC. 5. Section 6 of RA 10800 is hereby amended to read as follows:
"SEC. 6. The /Governing] Board OF REGENTS. - The governing board of the University shall be the Board of Regents, hereinafter referred to as the Board, which shall be [composed of] CHAIRED AND VICE- CHAIRED BY THE CHAIRPERSON OF THE CHED AND THE PRESIDENT OF THE UNIVERSITY, RESPECTIVELY, AND WITH the following, AS MEMBERS: [(a) The Chairperson of the Commission on Higher Education (CHED), Chairperson;] [(b) The President of the University, Vice Chairperson;] [(c) The] (A) Chairperson of the Committee on [Education, Arts and Culture] HIGHER, TECHNICAL AND VOCATIONAL EDUCATION of the Senate (, member]; [(d) Thel (B) Chairperson of the Committee on Higher and Technical Education of the House of Representatives L, member]; [(e) The] (C) Regional Director of the [National Economic and Development Authority (NEDA), member] DEPARTMENT OF ECONOMY, PLANNING AND DEVELOPMENT;
• [(1) The] (D) Regional Director of the Department of Agriculture (DA)[, member]; (E) REGIONAL DIRECTOR OF THE DEPARTMENT OF SCIENCE AND TECHNOLOGY; [(g) The] (F) President of the federation of faculty associations of the University, member]; [(h)] (G) President of the federation of student councils of the University, member]; [(i) (H) President of the federation of alumni associations of the University [, member]; (1) REPRESENTATIVE OF THE NONTEACHING PERSONNEL ASSOCIATION OF THE UNIVERSITY; and (i) Two (2) prominent citizens from the private sector who have distinguished themselves in their profession or fields of specialization, member]. The Board shall appoint the two (2) prominent citizens who shall be selected from [among] a list of at least five (5) qualified persons from the Province of Tarlac, as recommended by a Search Committee CONSTITUTED BY THE PRESIDENT OF THE UNIVERSITY, in consultation with the Chairperson of the CHED and [the] other members of the Board, based on the GUIDELINES, standards and qualifications [and standards] for the position SET BY THE BOARD. THEY SHALL SERVE FOR A TERM OF TWO (2) YEARS FROM THE DATE OF The TERMS OF OFFICE OF THE Presidents of the federationS of faculty associations, [federation of] student councils, [and the federation of] alumni associations, AND THE REPRESENTATIVE OF THE NONTEACHING PERSONNEL ASSOCIATION shall [serve in the Board only for the duration of their respective] BE COTERMINOUS WITH THEIR terms of office, as [set forth in] PROVIDED UNDER their respective constitution and bylaws. The two (2) prominent citizens shall serve for a term of two (2) years from the date of appointment."
SEC. 6. The provisions of RA 8292
